The Regions for Biodiversity conference focused on the analysis of the Aichi targets and how subnationals are contributing to their achievement. Subnational and local governments, as well as biodiversity preservation organizations and showcased their experiences and efforts, and learnt from each other’s progress to date. Important conclusions were achieved under the witness of the EU and the support of the CBD.
The conference confirmed that subnationals and locals are crucial to translate the national and international policy frameworks into concrete actions on the ground. Not in vain, most international decisions are implemented in the subnational level. Indeed, subnationals and locals have specific competencies and provide crucial added value in a wide number of areas, such as spatial planning, land use management, awareness raising and communication, or education and involvement of stakeholders and citizens. Therefore, subnationals and locals should be involved in the international and national policy making frameworks to ensure their knowledge and methodological tools are included.
In addition, subnational governments have an important responsibility towards locals and the national level due to the vital nexus they mean between those levels. Besides, they need to face great challenges that demand them to be innovative and inventive. That was made clear from the experiences showcased in the conference, which proof that a lot of good thinking is going on at subnational level in many fields, such as in how to implement green infrastructure and practice, how to develop ecological networks, how to integrate values of biodiversity and ecosystem services in spatial planning, how to do monitoring in a new way and citizens science, financing, raising new sources of revenues such as eco-tourisms, new sources of jobs, activities to raise awareness.
The conference stated that subnational governments are real drivers of change and they are key to demonstrate new approaches. Therefore, a strong subnational input should be conveyed to the CBD COP 13.
